Founded in 2015, the Connecticut School Finance Project, a project of TSNE MissionWorks, is a nonpartisan, nonprofit organization working to identify solutions to Connecticut’s school funding challenges that are fair to students, taxpayers, and communities. The goals of the Connecticut School Finance Project are to 1) build knowledge about how the current school funding system works, 2) bring together stakeholders who are impacted by how schools are funded, and 3) identify solutions to Connecticut’s school funding challenges that are fair to students and taxpayers, and strengthen schools and communities.
As the Connecticut School Finance Project has traveled across the state over the past two and a half years speaking about school finance and meeting with thousands of Connecticut residents, our organization has increasingly heard more and more calls for greater, more accessible information about Connecticut’s financial state and fiscal challenges.
Connecticut’s fiscal obstacles are numerous, and are expected to challenge state and local policymakers and force difficult budget decisions for years to come. As these obstacles, and the urgency to address them, continue to grow, so too does the public’s need and desire for accessible and transparent data and information.
In an effort to meet this need and desire, the Connecticut School Finance Project is expanding its work and launching a new initiative — called Connecticut’s Finances — that aims to serve as a nonpartisan resource for state and local policymakers, community leaders, and all Connecticut citizens looking for transparent, accessible, and approachable information about the State’s budget and finances.
Reporting to the Director of Data and Policy, the Senior Data Analyst will research policy and analyze data necessary to fix Connecticut’s broken school funding system, and understanding the key driving forces behind Connecticut’s current fiscal situation. The ideal Senior Data Analyst will have a strong background in quantitative policy research and excellent analytical skills, including proficiency in supporting tools. The Senior Data Analyst will also enjoy the interpretation of information and data, and should be interested in understanding Connecticut’s school funding system and fiscal situation to form the foundation of solutions that work for students, communities, schools and the state.
Connecticut School Finance Project works out of a co-working space in New Haven, offering schedule flexibility and the ability to work from home part of the time.
- Conduct quantitative and qualitative research and analysis, and prepare policy reports and briefs to answer questions about Connecticut’s school funding system, governmental operations, and related issues;
- Perform analyses to provide insight into Connecticut’s school funding system and the impact of this system on students, communities, schools and the state;
- Perform analyses to provide insight the structural issues at the heart of Connecticut’s fiscal situation and analyzing these structural issues and their impact on Connecticut’s finances and governmental operations over the near and long-term future;
- Collaborate with state agencies and other organizations to obtain the data and context necessary to investigate questions and develop potential policy solutions;
- Execute and communicate well-defined analysis with moderate supervision;
- Present findings through written reports, presentations, web tools, and data visualizations;
- Document tasks, methods, data, and findings to a high level of precision and ensure accuracy and efficiency in all work;
- Collaborate with external stakeholders on research and analysis;
- Maintain internal data systems containing state education, economic, fiscal, and budgetary data series for use in research and policy efforts;
- Provide quantitative analyses to strengthen community engagement and government relations efforts.
- Valid driver’s license, access to car, and ability to travel in Connecticut;
- Some evenings and weekends required.
- A graduate degree in public policy, economics, business administration, statistics or a related field from an accredited university is preferred, and candidates must have at least 3 years of experience in a data-driven professional setting providing research and analysis to inform decision-making;
- Excellent written and verbal communications skills, including the ability to communicate complex, technical information to non-expert audiences;
- Commitment to credible and independent policy research and analysis and attention to detail and accuracy;
- Strong organizational and data management skills;
- Strong Microsoft Excel/PowerPoint skills;
- Ability to multi-task and work in a challenging, fast paced, and evolving environment;
